ERA Post-submission changes
ERA is ASU’s official system for grant management. Funding Proposals in ERA must match the information submitted to the sponsor. Sometimes changes to the FP are needed after it’s in the “Submitted – Pending Sponsor Acceptance” state. Research Administrators can use two activities in ERA to make changes to submitted FPs that are not yet awarded:
- Sponsor change requested:
- For changes requested by the sponsor and/or PI that need sponsor review and approval. Review by the Proposal GCO is required before the changes can be submitted to the sponsor.
- ASU Post submission change requested:
- For internal changes requested by PI/Unit that do not require Proposal GCO review/endorsement (e.g., changes in Lead Financial Unit, Investigator Allocations). These changes impact only the ERA site and ASU internal processing and are not communicated/submitted to the sponsor.
RA work instructions
Review the work instructions below to manage different types of post-submission actions.
Sponsor change requested – Non-budgetary post-submission request in ERA (in response to proposal revisions requested by Sponsor or PI):
If a post-submission request from the sponsor or PI requiring Proposal GCO review and endorsement is received, follow these steps:
- RA action:
- Run the Notify PNT activity to alert the Proposal GCO that a post-submission action is needed. If the Proposal GCO is the first to receive notice of a post-submission request, the Proposal GCO will use the action below and notify the RA of the request.
- Initiate Unit-level check (U-CHEck) if utilizing
- GCO action:
- Run Sponsor Post Submission Request to update the FP status.
- Collaboration:
- RA and Proposal GCO determine responsibilities and respective action items.
- RA communicates with Proposal GCO using Notify PNT.
- RA sends revised sponsor documents and submission details to the Proposal GCO using Notify PNT.
- Proposal GCO reviews revised documents and communicates any requested changes to the RA; Proposal GCO provides signature/endorsement on revised documents as needed.
- Per determined responsibilities, Proposal GCO or RA submits revised documents to the sponsor and uploads submitted documents to the FP site.
- Final steps:
- Proposal GCO runs Sponsor Request Complete after changes are made and submitted to the sponsor.
Note: Proposal GCOs run the activities Sponsor Post Submission Request or Sponsor Request Complete.
Sponsor change requested – post-submission budget revision request in ERA (in response to revised budget requested by sponsor, prior to award):
The RA should follow all steps under Non-Budgetary post-submission request in ERA to coordinate with their Proposal GCO on review of documents, including the revised budget and budget justification, before the documents are submitted to the sponsor.
After a FP is submitted, RAs can execute the Copy a Budget for Simulations and Post Submission Changes activity at any time; however, the RA should promote the simulation budget to be the Current Sponsor Budget only if:
- The current budget in ERA does not match the final budget submitted to the sponsor (for non-S2S submissions).
- The sponsor requests a revised budget before issuing an award.
To create a budget for post-submission changes, the RA should follow these steps:
- Navigate to the Current Budget.
- From the Execute Activity menu, select Copy a Budget for Simulations and Post Submission Changes.
- Enter a descriptive name for the revised/simulation budget (e.g., “Budget Revision <date>”)
- Click into the revised/simulation budget and make all necessary budget changes.
- Once all changes are complete, run the Make Current Budget activity.
- If cost share is included and obligations have increased since the original proposal submission, the RA should re-route Department Reviews to account for changes in the cost share allocations. See ERA Proposal Workflow.
- Using Notify PNT, let the Proposal GCO know that the budget has been updated and request their review of the ERA budget and revised budget attachments to be submitted to the sponsor.
For budget changes after a FP is awarded, unit RAs manage them outside the system and follow the Execute Project processes.
Note:
- Promoting a simulation budget to the Current Sponsor Budget does not affect institutional reporting; reporting is based on the Submitted Budget.
- Units can create a proposal template in ERA for post-award planning. See the ERA Funding Proposal Guide for instructions.
ASU post submission change requested – post-submission request in ERA (in response to revised budget requested by Agreements GCO, prior to award)
If an agreement under review by an Agreement GCO contains a budget that differs from the ERA budget, the Agreement GCO will request that the RA to update the ERA budget. In this case, the RA does not need to run either Post Submission activity in ERA.
Instead, to update the budget, the RA will follow these steps:
- Navigate to the Current Budget.
- From the Execute Activity menu, select Copy a Budget for Simulations and Post Submission Changes.
- Enter a descriptive name for the revised/simulation budget (e.g., “Budget Revision <date>”)
- Click into the revised/simulation budget and make all necessary budget changes.
- Once all changes are complete, run the Make Current Budget activity.
- Notify the assigned Agreement GCO that the changes are complete.
For budget changes after a FP is moved to the “Awarded” state, RAs will manage them outside the system and follow the Execute Project processes.
Note:
- Promoting a simulation budget to the Current Sponsor Budget does not impact institutional reporting; reporting is based on the Submitted Budget.
- Units can create a proposal template in ERA for post-award planning. See the ERA Funding Proposal Guide for details.
ASU post submission change requested – post-submission change in ERA (internal changes including investigator allocation changes, prior to award)
If changes to internal aspects of an ERA FP site are required, such as investigator allocation updates or a change in lead financial unit, those changes can be made using the ASU Post Submission Request action.
To handle post-submission requests to change allocations or investigators:
- The RA will run the ASU Post Submission Request activity.
- RA will edit the FP, as appropriate.
- RA will route/re-route the FP to affected reviewers, if any.
- Run Cancel Department Review to archive the previous review.
- Run Generate Department Approvers and Submit for Department Review to capture new approvals. Remove unaffected reviewers before submitting.
- Note: if none of the affected reviewers have approved the original/previous allocations yet, the RA may instead run Update Reviewers for Proposal Review to add new/additional reviewers
- If/when Department Reviews are complete, run ASU Post Submission Request Completed.
- If the sponsor needs to be notified, run Notify PNT to request action from the assigned Proposal GCO.
*Note: An ASU Post Submission Request cannot be made to a FP in the “Awarded” state.
U-CHEck – post-submission targeted review of the ERA FP in preparation to receive an award
A unit-level check (U-CHEck) is a recommended review of the FP in ERA to remove administrative roadblocks and ensure PIs can start their sponsored projects promptly. A U-CHEck can reduce administrative burden, expedite activation, minimize activation inaccuracies, and reduce project delays.
Units will conduct a U-Check:
- 60-90 days before the project start date, depending on its size and complexity.
- As soon as ASU receives a Post-Submission request from the Sponsor.
The goal is to complete all administrative actions in time for the project to start on schedule. As part of U-CHEck, units will review the FP to:
- Resolve issues that delay award activations, such as incomplete Department Reviews or missing Workday information.
- Address issues that delay spending, such as issuing subawards or creating child accounts for Co-PIs.
A U-CHEck tool is available to assist units. If the PI/Unit need to communicate award setup information to the Post-Award Activation GCO:
- Complete page two of the U-CHEck tool.
- Run Notify PNT and upload the completed form.
- Include in the Notify PNT comments field: “This Funding Proposal has been verified by the unit. All information is accurate, complete, and can be used to activate the award. Please upload the attached form to the ‘Notes to AMT’ field of the funding proposal.”
- Make any needed changes to the FP in ERA by following the RA Post Submission Action Work Instructions included above.
Sponsored proposals work instructions
Post submission task definition and types
These tasks involve actions by the Proposal Grant and Contract Officer and Research Administrator/Principal Investigator after proposal submission and before receiving a formal notice of award.
When the sponsor indicates an intent to fund (Notice of Grant Award or Notice of Award), the Proposal GCO will upload the document to the FP site and update the status to “Award Anticipated” using the Funding Anticipated action.
Post submission actions may involve:
- Scope of work and/or project management/leadership plan
- Budget and/or budget justification
- Cost share documentation
- Subrecipient commitment form/letter
- FDP forms
- NICRA
- A-133 audit
- Representations, certifications, assurances
- Sponsor-specific forms
- W-9
- Biosketch form
- Current-pending forms
- Proposal status
- Other
Representations and certifications
- Proposal GCOs will refer to WI-SN-10 for requests to complete a representation or certification form.
At-risk pre-award requests
- For at-risk pre-award requests, refer to the Processing Pre-Award At-Risk Requests Job Aid.
Post submission request processing
- If a proposal GCO receives a post-submission request from the department or sponsor:
- The proposal GCO will review the sponsor request and seek a reasonable deadline extension, if needed
- The proposal GCO will run the Sponsor Post Submission Request activity to update the FP site and notify the RA.
- The RA will manage the request, collaborating with the Proposal GCO as needed for status updates and form completion.
- The RA will send completed sponsor documents and submission details to the Proposal GCO using Notify PNT.
- Once all sponsor-requested changes are made and the sponsor has received the updated information, the Proposal GCO runs Sponsor Request Complete, changing the state from “Sponsor Change Requested” to “Award Anticipated.”
Note:
Post submission requests are managed by the submitting Proposal GCO unless reassignment is requested.
The Sponsor Post Submission Request activity can only be run if department reviews are complete. If department reviews are incomplete, alert RA and communicate status and requests via Email RA.
The first time the Sponsor Post Submission Request activity is run, the RA and Proposal GCO are notified by email. Subsequent runs notify them via updates to their ERA “My Inbox.”
Once the Proposal GCO runs Sponsor Request Complete, changing the state to “Award Anticipated,” the Proposal GCO can return status to “Submitted-Pending Sponsor Acceptance” as appropriate.
