Institutional Eligibility

What you need to know

As per WI-DO-10, opportunities should be screened to ensure that ASU is eligible to apply as either the lead applicant or as a partner to another institution.  Many of the most common eligibility criteria are outlined in the following table:

• a public institution of higher education
• an academic institution
• an Affirmative Action compliant institution
• a Civil Rights compliant institution

• a state governmental agency
• a state education agency (SEA)
• a local education agency (LEA)
• a corporation
• a land grant institution
• a minority-serving institution (MSI)
• an historically black college or university (HBCU)
• an Hispanic-serving institution (HSI)
• an Alaska Native-serving institution
• a Native Hawaiian-serving institution
• an Asian American and Native American Pacific Islander-serving institution (AANAPISI)
• a tribally-controlled university
• a for-profit organization
• a faith-based organization
• a community-based organization
• under any of the Federal set-aside codes for procurement
• a nontraditional defense contractor (for DARPA Other Transactions-OTs for Prototypes)

IRS Status • a tax-exempt institution per 26 U.S.C. 115
• a grantee whose awards can be claimed by sponsors in the same manner as if it were a 501(c)(3) -- see note below
• tax-exempt under Section 501(c)(3) of the Internal Revenue Code
• a private foundation [as defined in Section 509(a) of the Internal Revenue Code]
Geography/Location • included in the Lower Colorado Region for the Bureau of Reclamation
• included in the Environmental Protection Agency (EPA) Region 9
• included in the Cooperative Ecosystem Studies Unit (CESU) Colorado Plateau
• eligible on riparian/river watershed issues
• in Congressional Districts:
   9 (Tempe Campus)
   5 (Polytechnic Campus)
   7 (West Campus)
   7 (Downtown Campus)
• included in Federal Region Number 9
• an Institutional Development Award (IDeA)-eligible state
• an Experimental Program to Stimulate Competitive Research (EPSCoR) state
• coastal or insular for watershed issues
Other • a registered institution in the Central Contractor Registration (CCR)
• an institution with a negotiated Facilities and Administrative (F&A) costs rate agreement (NICRA)
• an institution with X number of employees (as required by sponsor) -- see: Institutional Analysis
• an institution with an overall budget of X amount (as required by sponsor) -- see: Annual Financial Reports

• an NSF Presidential Award for Excellence in Science, Mathematics and Engineering Mentoring (PAESMEM) awardee (see http://www.paesmem.net/awards for past awards)
• an institution with a medical school or specific medical departments
• an institution with a school of veterinary medicine
• an institution with a school of pharmacy
• an institution with a forestry program
• an institution possessing a nuclear reactor

[NOTE: ASU may be able to apply for opportunities that are limited to 501(c)(3) organizations as long as the sponsor is contacted to ensure that ASU can apply based on its tax-exempt status.]
