This newsletter is published bi-weekly for the Research Advancement Community for use in completing administrative duties related to sponsored projects. It will be primarily useful for Research Advancement staff, both pre-and post-award. To be added to the distribution list for this publication, please write to rahelp [at] asu [dot] edu.

Faculty, project managers, and others responsible for writing, receiving, and scientific management of projects will find valuable resources in the Research Academy under the “Kick Off Your Research” Topic Series.


1. How will existing sponsored accounts be impacted by the new F&A rates?

All current, awarded grant and contract awards are to remain at their current F&A rate until the project is complete or until the next competitive segment, whichever occurs first. (Note: existing accounts are subject to the current tuition and ERE rates in effect at the time the associated costs are expensed on the account).

2. My proposal was submitted before the new rates were implemented, will the sponsored account be subject to the new F&A rates?

If the sponsor requests a revised budget to make an award, the new F&A rates must be applied to the revised budget. If the sponsor makes an award based on a budget that was submitted through proper channels (without asking for a revised budget), then the award account will be setup with the F&A rate that was used in the sponsor-approved budget.


If a proposal budget needs to include costs for the University Office of Evaluation and Educational Effectiveness (UOEEE) as a recharge center, this evaluation cost should typically be included as a service or contractor under Other Direct Costs – with the UOEEE cost/fee presented as one lump sum per year. Post-Submission Budget Revisions in ERA - In order to process a Post-submission Budget Revision in ERA, click on the current budget then run the activity: Copy a Budget for Simulations and Post Submission Changes. Additional instructions can be found in the Creating a Post-Submission Changes Budget section of the ERA Grants Budget Guide.

Avoid URL’s in NSF Proposals – NSF Project Description must be self-contained and Uniform Resource Locators (URLs) – including hyperlinks – must not be used. The NSF Checklist 17-1 included on the Proposal Information and Resources page summarizes the proposal requirements outlined in NSF’s Proposal & Award Policies & Procedures Guide (PAPPG).  It is recommended that RA’s review NSF proposal documents against the checklist as materials are received and finalized to verify conformance with NSF guidelines. Do not forget to verify special requirements mentioned in the applicable Funding Opportunity Announcement (FOA).


Sponsor Toolbox retired – Due to low usage, the Sponsor Toolbox has been retired. We find that most are now accustomed to using links from the Proposal Info and Resources page, particularly as they relate to NIH and NSF.   Please contact RAHELP [at] asu [dot] edu if you need the URL for any links that you may have used from the former Sponsor Toolbox page.

Research Operations Org Chart – The ResOps organization chart has been updated.  The link for the Research Operations org chart is located on the left hand navigation bar of the Research Administration website's entry page.

PostAward Tuition Remission Link Added – A link to the RA/TA Tuition Remission and Rates page on the ASU Business & Finance website has been added to the Reconcile Account tab of the PostAward Management sitelet.

Include Proposal Number in Cash Request Emails – The Secure Commitments tab on the Cost Sharing sitelet has been updated to instruct RA’s to list the proposal number, if available, when requesting cash contributions from Chairs/Directors/Deans via email.

NIH has implemented Final Research Performance Progress Reports (Final RPPR) for Small Business and Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Grants and Cooperative Agreements

NIH introduced the F-RPPR for grant closeout effective January 1, 2017.  However, the F-RPPR was not implemented for SBIR/STTR grants and cooperative agreements until June 30, 2017. NIH will no longer accept FPRs for SBIR/STTR grants and cooperative agreements. Be sure to submit only F-RPPRs. For additional information, see NOT-OD-17-085.
