Implementation of F&A Revised Policy into Coeus & RID process
In accordance with the revised F&A policy, federal programs (including federal flow-thru and program income accounts related to federal programs) with agency mandated F&A rate limitations will receive an automatic waiver (e.g., U.S. Department of Education, NIH Training Grants, or NSF REUs). Those federal programs with documented agency limited rates will continue to be coded within Coeus using the recovery type code “AL” for “RID—Agency Limited Rate”. Selection of this recovery type will continue to result in Research Incentive Distribution (RID).
Further application of this policy and direction from the OVPREA defines that the only sponsored project accounts eligible to receive RID are those applying either the:
- fully negotiated F&A rate; or
- federal programs with a documented agency limited rate
This definition results in a change in the determination of accounts eligible to receive RID and in the identification/coding of these accounts. Beginning 7/1/2004 any sponsored project account (including existing active accounts) funded from non-federal sources with a documented agency limited rate are to be coded in Coeus using the recovery type code “AN” for “No RID—Agency Limited Rate”. Selection of this recovery type will result in no RID. New series numbers used in Advantage have been established and existing active accounts that meet this criterion have been recoded. Those projects using a rate other than the federally negotiated rate associated with the project activity and have no documented agency limited rate will continue to be coded in Coeus using the recovery type code “IW” for “Internal Waiver”. The selection of this recovery type continues to result in no RID. The requirement for OVPREA approval of internal waivers of this sort is still required.
