Send the proposal package to your SPO

The bottom line

Send the proposal and related paperwork to your SPO at least 3 working days before the sponsor's deadline to make sure it will get to the sponsor in time.

Put together the proposal package

At a minimum, your proposal package will include the following:

In addition, you should include the forms below if they apply to your project. These should have already been approved.

  • ORSPA 300B, 300C, 300D, or 300E form
  • ORSPA 305 form
  • F&A waiver
  • CAS Exception Form
  • Justification and Approval for Intra-university Consulting Pay (ORSPA 310)
  • Request for Subcontract memo
  • Regulatory approvals (animals, human subjects, etc.)
  • Representations and Certifications

Send proposal package to your SPO at least 3 working days before the deadline

Sending the proposal package to your SPO at least 3 working days before the deadline will:

  • allow your SPO to provide an adequate review of the proposal
  • allow sufficient time to make any last-minute changes
  • help to avoid unforeseen problems like electronic submission problems, mail delivery problems, etc. that could cause the proposal to miss the deadline

Once your SPO receives the proposal package, s/he will:

  • review it to make sure it is consistent with university policies and sponsor requirements
  • have it signed by an authorized official
  • create a cover letter (AKA transmittal letter)
  • send the proposal package to the sponsor
  • send a copy of your ORSPA 300A form to you, your department, and your college
