Federal regulations

The Office of Management and Budget (OMB), working cooperatively with federal agencies and non-federal parties, establishes government-wide grants management policies and guidelines through circulars and common rules. These policies are adopted by each grantmaking agency and inserted into their federal regulations. The two circulars most pertinent to our financial accountability concerns are A-110 and A-21.

  • OMB Circular A-110. This circular sets forth standards for obtaining consistency and uniformity among Federal agencies in the administration of grants to and agreements with institutions of higher education, hospitals, and other non-profit organizations.
  • OMB Circular A-21. This circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions

Internal controls

Internal Controls comprise the plan of organization and all methods and measures designed to provide reasonable assurance that assets are safeguarded, information (financial and other) is timely and reliable, and errors and irregularities are discovered and corrected promptly. Strong internal controls promote operational efficiency and effectiveness and encourage compliance with managerial policies, laws, regulations and sound fiduciary principles.

Arizona Revised Statutes

As a state institution, ASU is required to comply with all Arizona revised statutes. All grants, contracts and other legal commitments entered into by the university must be in compliance with these statutes.

Arizona Board of Regents

Because ASU is under the governance of the Arizona Board of Regents (ABOR), it must also comply with ABOR regulations in grant and contract administration as found in their policy manual.

ASU policies & procedures

ASU policies and procedures are defined in a set of manuals created and maintained by various university units. Content of the policies and procedures apply to all university departments. The Office for Research and Sponsored Projects Administration, however, may specify different procedures if required by a grant or contract or if more appropriate.

In the event of an inconsistency or conflict, applicable law and Board of Regents’ policies supersede university policies and university policies supersede college, department or lower unit bylaws, policies, or guidelines.

The university reserves the right to add, amend, or revoke any of the contained rules, policies, regulations, and instructions or incorporate additional ones, with or without notice, as circumstances or the good of the university community may require.
