About ORSPA/contact

The Office for Research and Sponsored Projects Administration (ORSPA) is a unit under the Office of the Vice President for Research and Economic Affairs. ORSPA interacts with faculty, students, department business staff, university administration, external sponsor program officers and award negotiators to provide service and support to the university’s missions of instruction, research, public service, and economic development.

ORSPA is organized into two life cycle teams that manage sponsored projects activity from proposal submission through project closeout. Each team is made up of Sponsored Projects Officers, Contract Officers and Grant & Contract Accountants who integrate the pre-award and post-award functions of each award into a single comprehensive management process. In addition to the life cycle teams, ORSPA’s Research Administration & Analysis Team is responsible for key financial functions supporting the research enterprise and ORSPA's Organizational Development Team provides a variety of workshops and programs for investigators and administrative staff.

Sponsored Projects Services

SPS staff are the central point for general sponsored projects inquiries for sponsors and faculty members and their departments. SPS assumes the responsibility of authorized submitter of proposals, acts as the liaison and facilitator to resolve post award issues defined by faculty and department staff, and conducts contract review and negotiation.

Grant & Contract Accounting

The Grant & Contract Accounting team is responsible for preparing financial reports/invoices, maintaining compliance standards, receiving and recording cash flow, and maintaining audit-ready account files.

Contracts & Subcontracts

C&S is responsible for work related to contracts and subcontracts for research activities in accordance with OMB Circular A-133. C&S has the responsibility on behalf of ASU to negotiate all sponsored programs contracts from state, federal, sub federal, and industry sponsors, and negotiate all sponsored programs subawards with subrecipients. C&S coordinates with PI’s, SPS, GCA, prime sponsors, subrecipients/subcontractors, and purchasing to ensure that authoritative requirements and standards are met. Contracts officers and contracts specialists serve as liaisons between the University’s General Council, Risk Management, Office of Integrity and Assurance, and Arizona Technical Enterprise (AzTE) for legal, risk managagement, compliance and intellectual property matters.

Organizational Development

Organizational Development has 4 components: Continuous Improvement, Training, Research Advancement Services, and Research Administration Web Support. All components support collaboration between ORSPA and Unit Research Advancement staff by facilitating development, maintenance, training and monitoring of research administration processes, procedures and defined roles and responsibilities. Organizational Development also provides direct proposal development and project execution support to targeted units ensuring a balanced understanding of the shared roles between ORSPA and the Units and informed process improvements.

Research Administration & Analysis Team

The Research Administration & Analysis Team is responsible for key analytical support of the research enterprise as well as the administrative functions of ORSPA. RAA’s analytic functions are: review and approval of sponsored payroll redistributions, effort reporting, F&A calculation, and recharge center reviews. The RAA administration functions support the office, accounting, and budgetary needs of ORSPA.
